As water finds its way through society and meets the needs of the various economically contributing sectors, its role and significance changes. At first, it is a natural resource occuring in relative abundance. However, many anticipated or unanticipated uses take their toll. The resources are diverted, stored and consumed, in the end leading to a conversion of wastewater or to losses to the atmosphere or the natural hydrological environment.

Growing populations and rising living standards are placing greater demands on the existing limited water resources. This calls for managing the optimal allocation of those resources to ensure that they will contribute to overall economic development in an optimal manner, while at the same time preserving an environment with a reasonably unspoiled character.
